Abstract: 
Las dificultades para la aprobación del Tratado de Maastricht suelen ser consideradas el primer síntoma de la inflexión en el denominado «consenso permisivo» que, supuestamente, habría presidido el proceso de integración europea desde sus orígenes en la década de 1950. En este artículo se relativiza dicha visión analizándose las posiciones críticas ante la integración anteriores al Tratado de Maastricht, tanto desde el punto de vista de las opiniones públicas de algunos de los Estados miembros –especialmente Francia, Dinamarca y Gran Bretaña– como respecto a las diversas fuerzas políticas y sindicales que, a derecha e izquierda, lo rechazaron. Con ese enfoque, el artículo enmarca las dificultades para la aprobación del Tratado, y el acrecentamiento de las posiciones críticas ante la UE tras dicha aprobación, en un continuo histórico de euro-criticismo que alcanzó su momento culminante en 2005 con el fracasado proyecto de Tratado Constitucional.
The difficulties in approving the Maastricht Treaty are usually considered the first symptom of the inflection in the so-called «permissive consensus» which is supposed to have presided the European integration process since its origins in the 1950s. This article relativizes this vision. The critical positions towards integration before the Maastricht Treaty are analyzed, both from the point of view of public opinion in some of the Member States –especially France, Denmark and Great Britain– and with respect to the various political and trade union forces that, in the field of left and right, rejected it. With this approach, the article frames the difficulties in improving the Treaty, and the increase in critical positions towards the EU after its approval, in a historical continuum of Euro-criticism that reached its culminating moment in 2005 with the failed Constitutional Treaty.
