La planificación y gestión de la Infraestructura Verde en la Comunidad Valenciana

Abstract

La integración del espacio urbano y de las áreas rurales contiguas necesita instrumentos que contribuyan a mantener el valor del capital natural y mejoren las infraestructuras de soporte de la biodiversidad. La Infraestructura Verde ofrece soluciones naturales para resolver problemas ambientales como: la prevención de inundaciones, la regulación climática de la ciudad, la polinización o la calidad del agua, presentes en la realidad territorial. En la Comunidad Valenciana, la Ley 5/2014, de 25 de julio, de la Generalitat, de ordenación del territorio, urbanismo y paisaje (LOTUP) configura la Infraestructura verde como una red interconectada de los espacios de mayor valor ambiental, cultural y visual que vertebra el territorio y condiciona previamente la planificación territorial y municipal. Este trabajo aborda los caracteres y funciones de esta estrategia territorial y desarrolla la regulación autonómica de la Infraestructura Verde en relación con su gestión y determinación en el planeamiento urbanístico local.

The integration of the urban space and of the rural contiguous areas needs instruments that help to support the value of the natural capital and to improve the infrastructures of support of the biodiversity. The Green Infrastructure offers natural solutions to solve environmental problems like the prevention of floods, the climatic regulation of the city, the pollination or the quality of the water, presents in the territorial reality. In the Valencian Community, the Law 5/2014, of July 25, of land management, urbanism and landscape (LOTUP) forms the green Infrastructure as a strategically planned network of the spaces of major environmental, cultural and visual value that connect the territory and it determines previously the territorial and municipal planning. This research approaches the characters and functions of this territorial strategy and develops the autonomous regulation of the Green Infrastructure in relation with the management and determination in the urban development local planning.
