Política antiterrorista y debate público, 1996-2009

Abstract

Este artículo examina el importante papel que el terrorismo ha jugado en el debate político español en estos últimos años. Los temas centrales se refieren a la ruptura del consenso antiterrorista entre los partidos de ámbito nacional y el PNV a raíz del pacto de Lizarra, la ofensiva legislativa y judicial contra ETA y su entorno apoyada por el consenso entre PP y PSOE en la segunda legislatura de Aznar, el impacto político de los atentados del 11-M y las teorías conspirativas propagadas por algunos medios de comunicación, y el enfrentamiento que se produjo por la tentativa inicial de Zapatero de negociar con ETA.

This paper examines the important role that terrorism has played in Spanish political debates over the last few years. To this end, we explore the breaking of the antiterrorist consensus between national parties and the PNV in the wake of the Lizarra agreement, the legislative and judicial offensive directed against ETA and its supporters backed by the consensus between the PP and PSOE during Aznar’s second term in office, the political impact of the terrorist attacks of 11 March 2004 and the conspiracy theories spread by certain sectors of the media, and the clash brought about by Zapatero’s initial attempt to negotiate with ETA.
