Los inicios de la delegación del Comité Internacional de la Cruz Roja en Moscú y los intentos de ayuda a los presos políticos en Rusia (1920-1923)

Abstract

Desde 1921 hasta 1923, el Comité Internacional de la Cruz Roja (CICR), a través de su delegación en Moscú, representada por Woldemar Wehrlin, desarrolló un primer proyecto de acción para defender y socorrer a presos políticos rusos y extranjeros en Rusia. Partiendo del análisis general de las relaciones entre el Comité, Rusia y la Cruz Roja de la República Socialista Federativa Soviética de Rusia (CRRS), tras la Revolución bolchevique, la apertura de una delegación permanente del CICR en Moscú (1921) y las características fundamentales de la misma, el artículo tiene como objetivo principal el estudio en profundidad de las negociaciones del Comité con las autoridades rusas con el fin de visitar los detenidos políticos en sus lugares de detención y aliviar sus sufrimientos. Para ello, el texto se basa en la literatura especializada sobre el tema, la mayoría francófona, y documentación de los Archivos del Comité Internacional de la Cruz Roja (ACICR). A la luz de estas fuentes, el texto reconstruye este proceso y las causas que llevaron al fracaso de la acción. Éste marcó la misión del CICR en Moscú y condicionó la política de ampliación de esferas de acción del Comité en la postguerra hacia civiles y presos políticos. Igualmente, demostró las restricciones y las pocas posibilidades de extender la ayuda humanitaria y las acciones de socorro a otra categoría de víctimas de conflictos, la de los detenidos políticos, en un régimen no-democrático como la URSS.

From 1921 to 1923, the International Committee of the Red Cross (ICRC), through its delegation in Moscow –represented by Woldemar Wehrlin– developed a first action project to defend and assist Russian and foreign political prisoners in Russia. Starting with a general analysis of the relations among the Committee, Russia and the Red Cross of the Russian Soviet Federative Socialist Republic (RSFSR) after the Bolshevik Revolution, the opening of a permanent ICRC delegation in Moscow (1921) and the fundamental characteristics of this delegation, the main objective of this paper is to study in depth the Committe’s negotiations with the Russian authorities in order to visit political prisoners in their places of detention and alleviate their suffering. To this end, the text draws on specialised literature on the subject, mostly written in French, and on documentation from the Archives of the International Committee of the Red Cross (AICRC). In the light of these sources, the text reconstructs this process and the causes that led to the failure of the action. It marked the ICRC’s mission in Moscow and conditioned the Committee’s post-war policy of expanding its areas of action towards civilians and political prisoners. It also demonstrated the restrictions and the limited possibilities of extending humanitarian aid and relief actions to another category of conflict victims, that of political detainees, in a non-democratic regime such as the USSR.
