La sostenibilidad como directriz vinculante para el desarrollo de las ciudades

Abstract

El objetivo general del presente artículo es abordar los procesos de ordenación territorial considerando las dimensiones de la sostenibilidad como directriz vinculante, principalmente, por medio de la REURB (Regularización del Suelo Urbano) en Brasil. La primera sección del trabajo aborda la evolución del concepto de sostenibilidad y su enfoque en el ordenamiento jurídico brasileño. La segunda sección del artículo trata sobre los conceptos de las dimensiones de la sostenibilidad y sobre el impacto que ejercen en la implantación de las políticas públicas de ordenación territorial, vinculándolas con el desarrollo sostenible. Por último, se analiza el crecimiento desordenado en las ciudades informales de Brasil con ocupaciones ilegales, y la posibilidad de alcanzar la sostenibilidad por medio de la aplicación de sus dimensiones, buscando el bienestar de los habitantes. Con respecto a la metodología, se utilizó el método inductivo, además del uso de las técnicas del referente, la categoría, los conceptos operativos y la investigación bibliográfica.

The general objective of this article is to discuss territorial planning, mainly through the REURB in Brazil, having the dimensions of sustainability as a binding directive. The work is divided into three sections. The first of them addresses the evolution of the concept of sustainability and its focus on the Brazilian legal system. The second section of the article deals with the concepts of the dimensions of sustainability and the impact they have on the implementation of the Public Policies of territorial planning, linking them. Finally, we analyze the disorderly growth in informal cities with illegal occupations, and the possibility of achieving sustainability through the application of its dimensions, seeking the well-being of the inhabitants. With respect to the methodology, the inductive method was used, in addition to the use of the techniques of the referrer, category, operational concepts and bibliographic research.
